Emergency plan


The simulation of an air accident, during the night of 26 to 27 May 2015, will test the various components of Genève Aéroport's emergency plan (PUR-GA) and synergies with the canton's arrangements for organizing action in exceptional situations (OSIRIS system).

At the invitation the Federal Office for Civil Aviation (FOCA), and to meet the requirements of the International Civil Aviation Organization (ICAO), Genève Aéroport and the Canton of Geneva are organizing, during the night of 26 to 27 May 2015, an full-scale emergency exercise simulating an aircraft accident.

The staging of this disaster, not far from the approach edge of runway 23 (Lausanne side), will aim to test the engagement process and conduct of the various components of Genève Aéroport's emergency plan (PUR-GA) and the OSIRIS system.

"Planes are the safest means of transport in the world, and for it to stay that way, safety must remain the priority for airports", Robert Deillon explains. The General Manager of Genève Aéroport also cites the sentence highlighted in the airport's emergency plan: "The difficulty is not predicting the unpredictable but preparing and training for it".
Triggering the canton's OSIRIS response system, tested for the first time on this scale simultaneously with that of the airport, will also make it possible to test the coordination between the airport authorities and its many partners, particularly the International Security Police (PSI), Cantonal Police, Judicial Police, Fire and Rescue Service (SIS) firefighters, Cantonal Health Brigade, Rega, water police, etc.
"It was the responsibility of the political authorities to allow the deployment of an exercise of this scale to test the canton's crisis management processes", adds State Councillor Pierre Maudet, in charge of the Department of Safety and the Economy (DSE). Former Chairman of the Administrative Board of Genève Aéroport and Chairman of the Steering Committee of the Buteo 2015 exercise, the magistrate had called when he was still in office for the development of a scenario that would make it possible to "play" the action and collaboration between the various bodies closest to reality.

The unfolding of this virtual accident will require the involvement of many other actors, including Gaznat, Swissgrid (in relation with GIS and SBB), and Skyguide.

Some 150 extras will be mobilized to simulate passengers on the plane (unharmed, injured or dead, who will be taken care of by health teams, treated on site, or evacuated to hospitals) or to play the part of the families waiting for these travellers in the terminal (who will need to be welcomed, informed, guided, and supported).

All in all, more than 750 people will be involved in this "blue night".
Various movements of emergency vehicles (fire trucks, ambulances, police cars, etc.) and possibly some helicopter flights may be seen between midnight and five a.m.

The airport authorities point out that the airport boundary concerned will be shut off and that it will not be possible to approach the exercise area.
